The "one" is very simple...
The first beat of the first measure is layed with emphasis,
usually it is a two measure cycle,
I'd rather be with you is a good slow example, 
listen to the Bass when Bootsy hits it on the one.

a two measure 'on the one ': 
ONE two three four, one two three four,
ONE two three four, one two three four,

For the most part, it is played hard, by almost all in the band: 
Bam! two three four, some good examples are on the live versions of 
like One Nation Under a groove where they play a little interlude 
between that and other songs where its just percussion and on the one Bam....

George was into a lil' of airthang, but THE ONE came from James Brown, 
who is the originator of placing the beat emphasis on the first and third beat 
instead of two and four like the music back then.  Papa's Got a Brand New Bag 
in 1965 is considered the first.  The One is the beat you "dance" to.

Correct, playing "on the one " doesnt make you or the track Funky, 
its what you do in around and between, slamming back into the groove 
on one keeps it all together, especially for the average listener, 
whether they know it or not...
It can also be subtle, listen to "Swing down" on the Pfunk Live earth 
tour 1977
album and you can hear George tell the Drummer to keep that 
groove on the one before he calls Glen Goins forward, all thats being 
played on the one is a kick going 1,2,3,4 at that particular point...
